Gegenstand der Beschaffung ist die unabhängige Durchführung der nationalen Laufzeitmessung für Briefe. Der Auftrag umfasst die Prüfung der Einhaltung des Leistungsangebotes der regulatorischen Kennzahlen (Brief E+1- und Brief E+3- Einzelsendungen) sowie der internen Anwendungen (A- und B-Post-Einzelsendungen). Die Leistungserbringung hat unter Einhaltung der Postgesetzgebung (PG, SR 783.0, Artikel 15) und der Postverordnung (VPG, SR 783.01, Artikel 32) zu erfolgen und gewährleistet die jährliche Berichtserstattung an die Postregulationsbehörde PostCom. Darüber hinaus liefert die Messung zentrale und unabhängige Informationen für die interne Qualitätssicherung.
